REQUEST FOR TENDER

Drogheda Women?s & Children?s Refuge Centre CLG (DWCR) is a
voluntary organisation with charitable status. We have been working in
the community for over **Apply on the website** years and through our
supports and services have helped many thousands of women and children
who have experienced domestic violence and/or homelessness. We work
closely with a wide range of organisations and agencies to ensure a
holistic approach to support for women and children in the Drogheda
and Dublin North East area. We help women and children, by providing:

* Safe Accommodation
* Support and Information on Issues Associated with Domestic Abuse
and Homelessness through a **Apply on the website**-hour helpline,
Support visits, counselling, referral service and advocacy work
* A purpose-built Childcare Facility on site and a number of fully
qualified Childcare Staff
* _On Hold: Facilitation of a weekly support group for women who
experience domestic violence_
* Court and General Accompaniment
* A Move-On Option through our Transitional House
* Aftercare Support
* Outreach Service

We are currently inviting Tenders for suitably experienced consultants
to develop and undertake a review of our previous Strategic Plan
(**Apply on the website**). From the findings the consultant will work
with the Refuge to develop our Strategic plan for **Apply on the

WHAT WE EXPECT THE CONSULTANT TO DO:

We aim for the work to be carried out in the following phases:

PHASE 1: DESK REVIEW

* Initial preparation work, including desk analysis of the previous
strategic plan (**Apply on the website**), and other key documents
* Analysis and other frameworks that the consultant may deem
effective to use to enhance the analysis of the context in which DWCR
operates.
* Review of current government strategies/plans that impact on the
area of domestic abuse and homelessness for women and children.

PHASE 2: REVIEW DETAILS OF THE PREVIOUS PLAN (FACILITATED
SESSIONS/CONSULTATIONS WITH INTERNAL AND INTERNAL STAKEHOLDERS):

* Consideration of Vision/Mission statement
* Gap analysis of previous plans
* Identification of what we achieved and what were less effective
over the duration of the plan
* Identify areas of the previous plan that need to change, stay or
leave behind
* Investigation of any strategic assumptions that have changed since
the development of the previous plan
* Consideration of how the above may inform the development of any
new strategic plan
* Identification areas of work the refuge could develop in to the
new plan

PHASE 3: DEVELOP AND COMMUNICATE FINDINGS:

* Capture, Collate and finalise the above review
* Make clear, practical recommendations in order to best inform the
development of the new Strategic Plan
* Communicate Review findings to Board and staff

PHASE 4: DEVELOP STRATEGIC PLAN FOR **APPLY ON THE WEBSITE** - **APPLY
ON THE WEBSITE**: (FACILITATED SESSIONS/CONSULTATIONS WITH INTERNAL
AND INTERNAL STAKEHOLDERS):

* Draft up Strategic Plan
* Presentation of draft plan to the Board
* Consult with Board and Manager on implementation plan
* Finalise the Strategic Plan

TIMELINE

We anticipate the process will be started in November and be completed

PROJECT MANAGEMENT

The project will be overseen by the Manager and the Chair, and regular
updates will be provided to them as required. The Consultant will
report directly to the Manager.

TENDER SUBMISSION

The submission should include a table of contents, a summary of the
consultant?s previous experience and qualifications, contact details
of referees, details of how the above work will be carried out, a
breakdown of costs arising from such work.

PROPOSALS WILL BE CONSIDERED AGAINST THE FOLLOW CRITERIA:

* Quality of tender documentation and inclusion of information as
outlined above
* Applicant?s understanding of DWCR, Domestic Abuse &
Homelessness, the NGO sector, and the need for relevant stakeholder
consultation.
* Experience of having previously conducted similar strategic
planning and review projects, ideally with similar organisations.
* Quality of the tender document submitted, succinct and well
written, with clear and realistic timelines and project plan.
* The project?s value for money and price competitiveness.

TENDERING PROCESS & BUDGET

* The approximate budget for the review and development of the plan

VAT. No additional costs are available for travel and subsistence.
* A full breakdown of costs should be provided together with the
proposal, including VAT where relevant.
* Price increases during the term of contract will not be accepted.
Please include two references from a similar recently completed
projects.
* All tenders will be submitted within the set deadline and no
tenders can be accepted beyond that date
* All tenders will be examined by 2 people who complete a scoring
card independently/the highest score is awarded the tender and will
meet the selection criteria as set above
